Why construction DPPs, why now
EU ESPR (Reg. 2024/1781) establishes the Digital Product Passport framework for all products. EU CPR (Reg. 2024/3110) — in force January 2025, penalties from January 2027 — mandates machine-readable DPPs for construction products by family. Precast concrete (CPR Family 1) and structural steel (Family 20) have standardisation requests adopted for Q4 2026 hEN publication. DPP becomes mandatory 18 months after each family's standard is published.
The US Inflation Reduction Act §60112 funds EPD assistance. Federal GSA Buy Clean requirements and California, Colorado, New York, and Minnesota state programs mandate GWP documentation at procurement — with thresholds tightening annually. ISO 21930 and TRACI 2.1 are required alongside EN 15804+A2 for manufacturers serving both markets.
Architects using LEED v5, BREEAM, and DGNB are already specifying EPDs as a minimum. Contractors serving public procurement need Buy Clean-compliant products or lose bids. The EU CBAM carbon border levy is live. Manufacturers with verified DPPs in the EC3/Building Transparency database are specified first — those without are substituted out.
